Caboolture functions as a service centre for a much wider area, and its employment base is weighted toward community services, disability and aged care providers, trades, transport and the retail and hospitality that supports them. It has a higher concentration of NDIS and community sector employers than anywhere else in North Brisbane.
That makes SCHADS the dominant award, and SCHADS is the hardest one in the system to apply correctly. Broken shifts, sleepovers, 24-hour care, recall, travel between clients, vehicle allowances, minimum engagements and client cancellation each carry their own rule. Providers here are frequently running all of them at once, on funding that does not always keep pace.
The other pattern is organisations that grew out of a volunteer or community base and became employers gradually. Those are the ones most likely to have inherited arrangements nobody chose — a pay rate someone picked in 2015, a contract borrowed from another organisation, or volunteers doing work that has quietly become a job. None of it is bad faith, and all of it is fixable.
